I can confirm that the tool tips are indeed gone from the minimize, maximize and close buttons in Metacity. This affects all Metacity themes, naturally, not just Radiance. I cannot seem to find a way to re-enable them in GConf either. There does not seem to be an upstream bug opened for this yet
