I've found that by making another window active then going back to

I've been looking at a separate issue recently which seems to be caused
by no RRScreenChangeNotify event being emitted when an external display
is connected, but only being emitted when a client makes a call to some
Randr function. That seems to be the same issue here, and that would

Actually, it appears that a patch has been submitted for this problem
(see https://bugzilla.gnome.org/show_bug.cgi?id=556932#c10). I don't
know how long it will take for this to filter through to Ubuntu. Maybe
it will be fixed in Lucid.

Backup the state of your panel:
gconftool-2 --dump /apps/panel panel_backup.xml
and then restore it whenever it gets messed up:
gconftool-2 --load panel_backup.xml
killall gnome-panel(kills and auto-respawns)
