After (many) reboots and some further investigation I believe the bug is
actually in Upstart.

According to how long the string of a drive name is, the safe drive
removal dialog that pops up when unmounting or ejecting displays is
truncated.
It would be wise to adjust either the string label or the window size to
show the message properly
I turn off the desktop because ion3, which doesn't support EWMH, insists
on managing the window. ion3 is a tiled window manager so (if you're
using tiled desktops) there is no desktop for nautilus to draw.

I can confirm it looks to just be a focus issue - if you press
control+alt+tab you can alternate between the login window and the panel
and effectively login without a mouse again.

Note that removing xsplash allows the GDM greeter to have focus on start
up ... this is a sufficient work around to ship, in my opinion ...
though it's still an annoying bug that should be fixed or at least
worked around.

motivation for disabling icons... do you have an official source to
confirm this? Reading the comments on this bug from Matthew and others,
it seems to be a design decision.

Fixed, the cause was the login window had the DOCK hint which was
stopping metacity from giving it focus.
