I agree with Brett. I never got a dialog either. Steps to reproduce:
1. Fresh install of hardy in my case
2. Set up an ftp site using Places > Connect to Server
3. Upgrade to Firefox 3.0 from beta
4. Observe no dialog.
5. Open up the FTP site that was set up in step 2. It opens in Firefox

I finally found time to try with a little python smtp server failing at
"RCPT TO", but this did not reproduce the problem: the email went
straight to
same problem here when my screen goes to idlr after reboot screen saver
wont start un less i go in and rest idle time on screen saver then it
will work again i have an emachine with a nvidia G force 6100 Nforce405
and a amd sempron proccessor i dont know if it would have any thing to
do with graph

Hey, turtles are good programming practice.
I’m getting this bug too, as of today. All the symptoms described are
there for me as well, although I never tried restarting X. Instead, I
restarted the process with “killall gnome-panel.” After doing that once
or twice, the panel stopped automatically
