I'm having what looks like the same problem noted at the top, though not
getting the error lists. This is in a Hardy machine. Changes made in
gmsetup do not look like they are "taking" when you click on apply
changes (in fact they seem to vanish immediately).

After some more web digging, I found a solution that works for me :
re-enable the power management daemon in System -> Preferences -> Sessions!
One more detail : I installed Ubuntu 8.04 on two machines, only
Some additional testing. The logout dialogs are also ignoring values in
gdm.conf (and gdm.conf-custom) daemon/AllowLogoutActions. I just edited
gdm.conf-custom to add the following overrides:
