Some upstream folks (and now I) wonder if this might actually be a different bug: http://bugzilla.gnome.org/show_bug.cgi?id=511771. The behavior there sounds more like what is happening here. That bug was now fixed, so hopefully we'll be able to see an update soon. -- Gnome keyboard layout option
