When viewing the "Network History" graph under the "Resources" tab of
gnome-system-monitor, the values of graph's Y axis are given in
percentage. 0%, 20%, 40%, 60%, 80%, 100%.

I got few comments from my customers about this bug. People really don't
understand what's happening when their computer switch to the Desktop #3
because they just used the mousewhell directly on the Desktop. From what
I've experienced, this behavior is pretty un-convenient for
unexperienced people

That's exactly the same problem of bug #119693. Either in this case,
typing LANG=C xchat-gnome works.

* WORKAROUND **
There is a workaround. The "gnome-power-manager_2.20.0-0ubuntu6" package is
buggy.
Just down grade to Fiesty version:

I experience the same problem in a worse case - when I lockscreen, and login
back.
Above workarounds really worked, but all the windows and documents left open
before lockscreen get lost. It's really bad.
