I can confirm this. The same behavior still happens in Gutsy. It looks
unintuitive and gives an impression that operation hasn't worked out.
Since gnome panle user switcher is enabled by default in Gutsy a gdm theme with

The top portion of the open windows are missing, and I can't move or resize
them.
Also when opened all programs go to the top left of the screen.
The only exception is the yellow notes which operates normally.

When using a flash plugin in Opera, the screensaver (standard Gnome) will
activate even though mouse events occur.
Once the screen starts dimming, click-events are no longer passed to the flash
plugin.
