For me, all I have to do is set the panels to unexpanded, log out, then
log back in. The bottom panel usually moves to the top, though I have
seen it the other way around. It does it with the 'original" panels as
well as with newly created panels.
This was an upgrade system and not a clean install

I have VLC set as default for Ogg Theora files. It doesn't seem to be
happening anymore, probably since I have installed updates and rebooted
a few times. I think this was caused after a different Nautilus+Ogg bug
was fixed (I can't find the bug number sorry) but I hadn't fully
restarted GNOME, so

that happens with all pdf files by printing with evince. printing pdfs
with adobe reader works fine.

Hi, perhaps you have created a global shortcut for shift-ctrl-t.
Try to click System->Preferences->Keyboard shortcuts and look for that key
combination there. If it's there, you must remove it.
