I have the same issue on "People Nearby" account. I'm using gnome shell.
Disabling Google in "GNOME online account" don't help.

Seems problem is in gnome online accounts. If you turn off chat in
google account icq will start to connect automatically.

Just add ICQ account and relogin. After login Gtalk and Jabber account
are online but ICQ is not. I use pidgin with another ICQ account to
check my ICQ empathy status.
