It appears to be fixed in hardy. A newly created launcher on the
Desktop still defaults to the blue diamond icon and when I drag it to
the panel it puts in some wierd springy icon. (Far better than
nothing).

could you try if that's still an issue using hardy? that seems one
gnome-panel bug which has been fixed since you opened the bug
