I can confirm this bug on Oneiric 11.10, evince 3.2.1-0ubuntu2.2
When I try to load the pdf via evince on the url in terminal it will
reload and re-download the document multiple times in rapid succession.
I also see some errors reported in terminal:
(evince:23317): Gdk-CRITICAL **: gdk_wind
Ok, I can't confirm it there, wget or evince on this url returns an
error and if I open it through firefox it downloads the file, call
evince on it and doesn't refresh the view once opened
