Thank you for your bug report, the startup application was a workaround
to give a way to do this for users, it's not meant to be the way it will
stay, we will add a checkbox to the sound capplet this cycle, closing
since that's a duplicate

Importance
Sounds like a good idea to me.
I just submitted a comment to the other bug, which mentions the guest session
feature in a 'login in sound context'.
