Hi,
I have similar problem on Gutsy 64 bits. I have three layouts - English(us),
Russian and Latvian. From keybord (alts) I can switch only between two first
layouts. For third layout I need mouse click on layout indicator applet.
xprop -root | grep XKB output:
_XKB_RULES_NAMES(STRING) = "base",

Yes the problem still persists, now using Feisty with Gnome 2.18.1, however I
stopped studying Slovene and Serbian, so I have removed that layout from my
keyboard layouts.
The work-around, incidentally, is to have Serbian as the 2nd option, and

I can confirm this bug. I'm running dapper, I changed my gnome keyboard
switcher applet to the configuration as described in the original bug
