upgrades should not change the behaviour of the code, there is probably
a bug somewhere, should be debugged by somebody having the problem

This works as excepted for me too, unconfirmed.
Perhaps a locale problem, try running the following command:
$ LANG=C gnome-network-preferences

I'm using an edgy migrated to feisty, just changing the distribution
name in the apt/sources.
After that I could update my system.
I check for the variable doing an "export" command on the shell...
