Documentation is installed for me using dia 0.95.0-4ubuntu2. The docs
not appearing was probably due to a sync with debian and forgetting
about the GFDL docs.

The problem is fixed in Edgy Eft Knot 2. Either F1, or the menu can be
used to load the html help file for Dia.
