This is fixed upstream now. We'll get everything needed with the next
releases of plugins-base, plugins-good and plugins-bad but probably not
in the edgy timeframe anymore :(

Ok, this file is no normal wav file but contains GSM audio. There's a
GSM decoder in gstreamer but the wavparse element does not support this
yet. I'll forward this bug upstream.

My system is x86 but the problem is generic.
If we are going to use totem to open everything, it should be installed
with a basic set of codecs including "wav" files

This sounds more like an unsupported codec in the wav file... could you
upload such file somewhere or attach it to the bugreport? :)

could you get a debug log with "GST_DEBUG_NO_COLOR=1 GST_DEBUG=3 gst-
launch-0.10 playbin uri=file:///path/to/file.wav" &>debuglog" and attach
it to the bug page?

I spoke hastily. I am not sure at all. I need an easy way to play
voicemail from firefox.
totem still runs and fails but the wav file plays simultaneously.
i used to install mplayer but that is like using a hammer to adjust a
wristwatch and checking do this automatically from now on doesn't
work.
gstreamer0.8- packages have nothing to do with gstreamer0.10 which is
the version that totem is using, and gst-launch-0.10 is a gstreamer0.10
command, are you sure it's due to it? Does removing that package lead to
the issue again?

That is not intuitive to a normal user.

Thanks for your bug. Does it happen with any .wav? Could you try to play
them with "gst-launch-0.10 -v playbin uri=file:///path/to/file.wav" and
copy that to a comment?
