As I supposed, I was experiencing the bug #504198. After correcting my
locales, the file order seems to work as expected in nautilus.

Oops! It seems that for some reason my locales have fallen back to
default. This can be another kind of bug (I've just seen some recent
locale errors in lucid are happening), so I can't say if the nautilus
ordering works otherwise. We can keep the error in incomplete status if

This behaviour is locale specific, and I think this behaviour is correct
for certain locales. For example in my locale (en_GB.UTF-8), the files
in your example are ordered in the way you believe is correct (a, b, C).
