I don't think this is a bug, the behaviour is as follows: "ln -l" shows the permissions on the soft link while the nautilus properties show the permissions on the actual file that the link points to (it dereferences the link). In practice, Nautilus behaves like "ls -lL" (try that: lower-case 'l' f
