The problem only seemed to happen if the BBC content viewer was enabled
(which it was by default). However, since I did an aptitude upgrade last
night, I noticed that Totem 2.28.1 is now installed and the problem with
the sidebar status seems not to exist any more.

I can't reproduce in Karmic 2.28.0-0ubuntu1. Procedure:
1. Open totem
2. Toggle sidebar visibility
3. Close and reopen totem
4. Toggle sidebar visibility
5. Close and reopen totem
in both steps 3 and 5 the sidebar is at it's previous state.
Do you have any particular plugins installed?
