I was looking for existing bugs for the same problem (and apparently
found it). I am running KDE kdm 4:4.3.2-0ubuntu7 and am having the same
issue. So it seems the problem is not gdm specific.

No, it's not. After login everything is ok. The only situation where the
keyboard layout is not set to Neo 2 is when typing the password into
gdm.
After selecting the user, the window resizes, the user-list resizes, the
language selector in the bottom panel gets shown and displays "Deutsch"
no mat
