I have a very similar problem in 9.10 on a Dell Mini 9. When I boot into Ubuntu, the battery will charge to full whether plugged in before or after boot. However, once the battery is charged to full, Ubuntu uses the battery for power instead of the still-attached AC adaptor. Replugging the AC ad
