This did used to work not so long ago (like a few weeks ago) and I
haven't updated my epiphany-browser package since then. It may be
epiphany related, but it seems to have been triggered by a change in
another package (perhaps nautilus or shared-mime-info, or something like
that?)

I can reproduce this with epiphany 2.14.1-0ubuntu2 and nautilus 2.14.1-0ubuntu5.
Dragging the location bar icon to the desk and holding alt before releasing the
button and chosing "create link" gives an error from nautilus:
