I can confirm this bug myself at Karmic, and am setting the status to confirmed.
This is a bug in the GtkDoc template; the anchor is located underneath the
navigation bar. I'm reporting this upstream as well.

Steps to reproduce the bug:
1 - Open Devhelp and type something inside the search bar, for instance GList;
2 - Click on "GList" entry. Now Devhelp will show the help for the GList
structure;
