Hi, I'm marking this as Fix Released since there is no inconsistency
between the old System menu & the new "System Settings" since the old
System menu doesn't exist any more in Ubuntu 11.10. Thanks!

Reproduce:
Click on your name on the panel -- i.e. the FUSA -- and press System
Preferences. This executes the command 'gnome-control-center', spawning a
_window_ containing all configuration applications.
Now click on System on the panel. This will give you two sections, Preferences
and Manage
