I think this bug can safely be closed. I'm using Feisty and Gutsy, and
the along with gaim now being pidgin, the pidgin icon scales fine.

That's because the icon is installed not to /usr/share/icons/hicolor but
to /usr/share/pixmap. Note than the Tangerine icon theme has a svg
version scaling nicely

Gaim 2.0.0 has an SVG icon that someone contributed. It's not exactly the same
as the .png, but it's pretty close. Perhaps that would help here. If it does,
maybe we should consider using that in the .desktop file?
