I don't this bug is fixed, im running Ubuntu 7.10 Gutsy Gibbon and I
still see the gaps or "3" lines.. Check out the screenshot i attached,
or is there a fix i gotta run/do? If there is please let me know,

I have done a small amount of testing an noticed that they stray lines are the
remenants of programs that have previously run in the background and possibly
attempted to surrender their notification area. For example when you are
updated completely there are 3 stray lines and when you need an up
Similar issue for me, desribed (with screenshots) in bug #37783 which seems to
be duplication of this report. An unwanted space exists between some icons and
yes, with transparent panel it will be shown as three vertical lines, just
check the screenshots in my report to compare.
