You are not able to right click on the Panels at all, you only are able
to interact with the items on the desktop and user menu, while all the
others are unavailable, the only solution is to restart the system. And
it still occurs even now, I was able to make a shortcut on the desktop -

Could you try to add those menus be right clicking on the panel and
clicking on add to panel? could you add applets for example? or they
doesn't get showed either? could you reproduce the same with a new user
created on your system? thanks .

This is the screenshot as requested, what you will see in the picture is
pidgin is open but the panels themselves do not exist there is no Drop
Down Menus at all besides the drop down for logout. In this particular
circumstance, the desktop's mounted drives are accessible and the rest
is not.
