Hm. You are right, I just tried it and files keep the same permissions.
However, they show the "readonly" emblem even though it's not enabled in
the emblems tag. I'm attaching a screenshot with a restored file and its
permissions.

I do not see this bug in Nautilus 1:2.24.1-0ubuntu1.
1. I created a file and checked its permissions - it was -rw-r--r--.
2. I moved it to the garbage bin and restored it.
3. I checked its permissions - it was still -rw-r--r--, and there was no lock
emblem. I verified that I could read and write
