I have the same problem but it is not because of permissions, rather it
is due to lack of entropy.
If I do "gpg --gen-key" from terminal, the generation process halts and
verbosely complains about insufficient entropy.

I've experienced the same behaviour in Jaunty. Running the underlying
gpg command from the terminal, I saw the error:
gpg: no writable public keyring found: eof
Key generation failed: eof
A listing of ~/.gnupg shows:

I was able to solve this problem thanks to a post found at:
http://ubuntuforums.org/archive/index.php/t-450044.html
It appears that Seahorse needs to be launched as root. I recommend
changing the menu launcher to use gksudo.
