Works for me in Jaunty and Karmic. With the notice that the original
"upper" panel must be the upper one and the "lower" must be the lower
else it flips back.
Did you tried it with different panel order? Or with fresh install?

It's been 4 years since I posted this bug report.
This is still a problem in 9.10, but not in other Linux distributions
that I have used, except in Red Hat 6.0 back in the days, if I remember
correctly.
Because I always keep the panel at the top, my only solution has been to move
the panel every

Almost the same problem exists in Intrepid: Two panel stacked at one
side(Not the edge) of the screen are flipping their position
Drag the Top panel under the Bottom one.
Logout and login again. Then the panels are flipped.

- In the live CD environment the problem not present.

I have fixed the issue by deleting any existing panels and recreating
from scratch in the postions I desire.

I would forward upstream but I don't see this behavior in any of the
other gnome desktops I use/have tested (Fedora, OpenSUSE, Foresight)
across same gnome platform levels.

Not really, feel free to try to debug the problem and send a patch if
you want. The usecase of having several panels stacked on the same edge
is a corner case which means it's low priority for the Ubuntu desktop
team which has load to do (and probably for upstream) and extra hands
would be welcome

Yes. I stack two panels across the top of the screen as per attachment
(panels are transparent).
I have tried various tests to try and identify the cause from a user
perspective. Removing applets in various combinations, etc.
When I stack both at the bottom of the screen I see similar results.
Michael, do you have the several panels stacked like the bug
description?

New around here and to Ubuntu or I would have commented earlier on this
one before it was closed.
This still occurs as described on edgy 6.10 with all latest patches.
As reference, this does not occur on either my openSUSE 10.2 or Fedora 6
installations.
