I've just tried on dapper and that works fine for me. Could anybody try

The problem only happens when you create an account without a pop3/imap server.
The wizzard is ok if you define an information for the mail reception server.
But if there is no reception server there you find the problem. I've just
submitted today a bug marked as duplicate of this one. #38242
