I just tried this on a [downloaded especially!] 13.04 live image, and
it's still here.
Dragging from a nautilus window to the desktop, the file lands where you put it.
Dragging from file-roller to the desktop, it snaps into the first available
slot starting from the top left.
This specific file-

Can someone please confirm if this is still an issue? I can't test it
just now, but I seem to remember dragging files out of Nautilus and onto
the desktop in either 12.04 or 12.10, and observing them to sit where I
dropped them.

The issue in the gnome bug has been fixed (dragging text now creates a
file at the cursor position). The bug still manifests itself in other
drag and drop actions such the file-roller extraction mentioned above or
when dragging a download link onto the desktop.

Thank you for filing this bug report. I have been able to reproduce the
bug (although it doesn't randomly put it in a place, it places where it
believes the next launcher would be aligned instead of the where the
cursor is).
