I think it is because when one of these menu are open, they take the
focus. So you are unable to change the volume.
I find it hard to call it a "bug", but I guess it could be fixed...

thanks for the report, Can you try to reproduce the same with Hardy?
that's probably not a g-c-c issue could be a bad mapping of the keys
comming from the kernel for example.
