https://appstream.ubuntu.com/ didn't have plucky content until last week
so maybe that was the problem.
We should be able to get the website updated for development releases
much faster in the future. Canonical's Desktop Team had some employee
turnover.

Problem dew to my install:
sudo apt install gnome-software gnome-software-plugin-snap-
gnome-software-plugin-flatpak
to avoid snap support. after installing gnome-software-plugin-snap problem
disappeared.
in any case this remains a bug, why are the snaps offered to me but not the
debs?
