I think screen sharing is instigated from gnome-shell rather than being
an underlying mutter feature so perhaps report the bug to
https://gitlab.gnome.org/GNOME/gnome-shell/-/issues
But they will likely also want you to check the bug still exists in
GNOME 45 (Ubuntu 23.10).
