It seems like this only affects English (UK) locale.
When switching from German to English (US) the update works fine.
The issue is definitely reproduceable when switching from German to
English (UK).

After some testing, I can reproduce that changing from german to english
(UK) in GDM, those folders do not get updated.

I'm sorry, I just logged out and chose the system's default language in
GDM and now it worked.
I can't test this thoroughly though because of bug #118605

I just changed the default language to french in the language selector,
rebooted and still no prompt to update the personal folders.
But the system's language is still english anyway. That may be another
bug. GDM is in french now.
