I have had evolution 3.48.1-0ubuntu1 installed on my Ubuntu 23.04 for a
couple weeks. Although I mostly use webmail, Evolution 3.48.1 appears to
work fine. I was able to send and receive email. HTML emails display
correctly for me.

be available at
https://launchpad.net/ubuntu/+source/evolution/3.48.1-0ubuntu1 in a few
hours, and then in the -proposed repository.
