Please try these in /etc/environment:
MUTTER_DEBUG_ENABLE_ATOMIC_KMS=0
MUTTER_DEBUG_DISABLE_TRIPLE_BUFFERING=1
and then reboot.
If that works then please figure out which one is actually fixing the
problem.
