same here gnome panel 2.26.0. Items on a panel can be removed without a
confirmation. Panesl can be removed without a confirmation. There is no
undo or restore possibility.

I am very sorry , and feels stupid also :) . I somehow deleted panel on
my sisters pc and she also reported that she also deleted panel
accidentally , then I on my pc just tried create new panel a deleted ,
end there is no confirmation if the panel is empty what is ok for me .
so I was thinking tha

Did you have any configuration on the panel you tried to remove? Could
you try again, do you get the issue every time or not?
