Btw, more users have problems with finding keyboard layouts. This is a
fresh example from Ask Ubuntu:

Somebody should try to convince the GNOME devs that the UI for adding
input sources is overcompli

Thanks, now I understand. If the Latvian locale has been generated, the
Latvian layouts are not shown under "Other", but a Latvian item should
be shown in one of the previous views.
Can you please let us know the output of this terminal command:
locale -a | grep ^lv
