Sorry, I meant to mention this and forgot: it makes no difference
whether I use Wayland or X. That was one of the first things I tried.

Is the issue unique to Wayland sessions? Try logging into 'Ubuntu'
instead of 'Ubuntu on Wayland'.

Since I first reported this bug, I've noticed that I also encounter it
on a fairly minimal Openbox system where I'm using setxkbmap to manage
the keyboard layouts. Which suggests that it may not be a Gnome-Shell
issue at all.
I've also got a Xubuntu 20.04 VM, and I'm not having these problems with
apport information

3.34.1+git20191024-1ubuntu1) in a QEMU/KVM vm.
I’m using a US keyboard which is set up to switch between English and
polytonic Greek.
