That works correctly for me and we got no bug about. The environment
seems to be correct, do you have /apps/gnome-keyring/daemon-
components/ssh actived in gconf-editor?

Where I am supposed to unlock the key ?
When I log with ssh, I don't have anymore a popup asking for a passphrase.
I have the standard prompt on the command line asking me to enter the
passphrase to enter the key.
You don't experience the same behavior ?
