xchat-gnome also never actually supported a gtk3 release. This package
was a git snapshot of the mid-transition to gtk3. It was half finished
and very broken. This package has multiple thousand line patches to try
and just get it working. The project is very dead, this is an Ubuntu

FYI, I am against this removal. xchat-gnome is the only gtk3 irc client
in Ubuntu, which is natively compatible with Wayland going forward.
hexchat is a gtk2 application which should probably get removed seeing
as how we are trying to deprecate the gtk2.0 package.
