Since this is a Gnome design feature, but understandably annoying for
users coming from other environments, I think the right resolution is
"Won't Fix".

That's a gnome-shell, you can cycle between instances/wins from the same
application by using alt- but the unity switcher
was smarter in the handling and din't make that required
