My keyboard is working properly. I have laptop and external keyboard. Both work
fine. What is not working is the control for switching the languages.
Switching to Russian for example changes the icon, but when I start typing, I
still type in English.

it seems that gnome-settings-daemon hits errors for you, is keyboard the
only thing not working? don't you have other issues (the multimedia keys
not working, theme changing, etc)?

Here is the result of execution of "gnome-settings-daemon --replace"
(gnome-settings-daemon:4064): Gdk-ERROR **: The program 'gnome-settings-daemon'
received an X Window System error.
This probably reflects a bug in the program.
The error was 'BadMatch (invalid parameter attributes)'.

weird, that's not normal, upstart should be handling the user sessions
and be default in 13.10. What happens if you run "gnome-settings-daemon
--replace" and then reproduce the bug? Do you get any output on the
command line (you can try with --debug as well to get extra info)

Yes, it happens with guest session and even if I create a brand new
user.
About gnome-settings-daemon.log, it does not exist:
ll ~/.cache/upstart/gnome-settings-daemon.log
