I confirm this problem too on Mint 15 Mate (Olivia ) 32bit for
seahorse_3.6.3-0ubuntu1_i386 and seahorse_3.8.2-0ubuntu1_i386.
Seahorse show two keyrings:
- a empty keyring with no name
- a 'default' keyring
To try change password for 'default' produce error:

I can confirm this problem, too, on Mint 14 (Nadia) with Mate desktop 64Bit.
The "login" keyring didn't exist, creating it has no effect. I had one called
"default", one named "Vorgabe" (which is a German term for "default") and one
without any name. When creating new keyrings (like "new", or "lo
