I'm not sure if I'm still allowed to comment on this old bug, but it happened to me today. Ubuntu 10.04, panel suddenly became invisible. Same behaviour, when I click the place where the buttons should be, the menu pops up. Docky is also invisible, but works when I click the correct location.
