Confirmed that the gstreamer profile works as it should, by using it
with Sound Juicer. The exact same profile produces a lower quality ogg
in Rhythmbox.

Adding a bitrate or changing the quality to the gstreamer pipeline is
ignored. All resulting .ogg files are 160kbps no matter the settings.
