This is the same issue as #33913, and I imagine it will get rejected as
well because this is a "feature" protecting you from the window you just
purposefully opened.

As a side note, this definitely affects usability, whenever someone has
a maximized application running, newly launched apps with this problem
simply don't show up, only in the window list. I've even had dialogs do
this,

Confirming as well. Dapper F5 i386, Synaptic almost always exhibits the
behavior, other apps not so much. Firefox just did it a second ago and
finally pushed me enough to find or file the bug report.
